The City of Zurich opted for an Open Government Data strategy in an effort to make anonymised, city-level data available for the public and private use. During its implementation, city officials discovered the data was highly dispersed internally, and the departments were unsure of which data could be published.

An internal tool was developed helping Stadt Zürich employees identify data which is relevant to the public. It further guides them through data selection, clarifying legal questions and creating a prioritisation for publication. Internal communication measures were implemented to support and encourage
the publication of pertinent data.
